In BVR (Beyond Visual Range) combat, the latest versions of the F-16 easily outmatch the latest versions of the Su-27. Real air combat is not like a video game. Aircraft do not “spawn” in the airspace at close range for a dogfight. ALL real-life dogfights begin in BVR, and this is where the F-16 is far superior.
F-16 Block 60 has AESA radar, while the very best Su-27SM3 houses the IRBIS-E PESA radar. The differences between AESA and PESA are starkly described by Quoran, Adam Daymude here:

…And the F-16 Block 60 has an extremely capable AESA radar. In fighter combat, the victor is most often determines by “See first, shoot first,” and versus the latest F-16, the latest Su-27 will be shooting…last.
