In reality 5 teams (apparently Mercedes, FI, Red Bull, Toro Rosso, McLaren) used hydraulic actuators instead of the conversative dampers and stabilisators in order to control the up and down movements of the car. It's hidden in the gearbox housing.
Samples and evidences proved that all or almost all of these teams were able to warm up the oil in this way. Even under parc ferme in the garages. In this way they were able to change the suspension characteristics or the ride height for the race.
The FIA told the teams before Baku that it is forbidden as it breaks the parc ferme rules, but the story doesnt end here: Apparently Mercedes placed them so well, that they are warming up "coincidently". The FIA confirmed that they can't do anything about it as they can't tell the teams where to place their suspension parts and in which enviroment. They can just intervene if the heating process is done in a unnatural way.
The teams started to suspect this after Mercedes seemingly solved their tyre issues and after they said post-Monaco that they found "new tools" to solve them. There is just one way to prevent this: They have to forbid the hydraulic suspension. It's impossible to do this for 2018 without a unanimous agreement, but it's on the agenda for 2019.
