In an op-ed published in the Washington Post, Hasen cited a database created by News21, a national investigative reporting project that tracks cases of election fraud. News21 found absentee-ballot ballot fraud was the most prevalent type of election fraud, comprising about 24% of reported prosecutions between 2000 and 2012.
“But the total number of cases was just 491 — during a period in which literally billions of votes were cast,” Hasen wrote. “While certain pockets of the country have seen their share of absentee-ballot scandals, problems are extremely rare in the five states that rely primarily on vote-by-mail, including the heavily Republican state of Utah.”

If widespread use of mail ballots truly did engender fraud, one would expect that the instance of such kinds of fraud would be lower in the 16 states that strictly regulated absentee balloting as opposed to the 28 states, which allowed anyone to vote absentee (“no excuse” absentee voting states) or the five states that automatically mailed ballots to all voters for them to mail back or drop off (“vote-by-mail” states).
Instead, the opposite is true. An examination of the Heritage Foundation database for the period 2000-2020 shows that reported instances of such fraud per capita are actually higher in “strict” states than either “no excuse” states or complete “vote by mail” states

Nearly all elections are free from manipulation.“Absentee voting fraud is almost nonexistent in this state,” said David Worley, a member of the State Election Board and a former chairman of the Democratic Party of Georgia. “We have had a very few cases, which mainly involved persons returning absentee ballots that should not have done so, or that weren't allowed by statute to do so.”

Election Fraud Today
Based on the research and analysis conducted for Securing the Vote, we offer several conclusions about
election fraud in the United States today:
Voter fraud appears to be very rare in the 12 states examined in that report. Legal and news records
turned up little evidence of significant fraud in these states or any indication that fraud is more than a
minor problem. Interviews with state officials further confirmed this impression.
Notable election reforms of the past 10 to 15 years—such as the NVRA, more permissive absentee
balloting rules, all mail-in voting in Oregon, and the enactment of Election Day Registration in several
more states—have not facilitated voter fraud.
